I have the honour to inform you that a scheme
for laying out new streets in connection with the development of Marine Lot 23 has recently been under my consideration. The lot in question has hitherto been occupied by the French Convent, but it has now been acquired by the Hongkong Land Investment Company, the Convent having been removed to another site. Its new owners purpose pulling down the whole of the existing buildings and erect- -ing Chinese tenement houses on the area and, as the lot, which is situated between Queen's Road East and Praya East, is of consider- -able depth, it is necessary to lay out new streets to admit of this being done.

I enclose a plan, on which the proposals of the Company are indicated, from which you will see that the lot is to
be traversed by one entirely new street, 30 feet in width, whilst an existing public lane, (Taui In Lane), which extends along the
western boundary of the lot, and has a width of 10 feet, is to be
widened to 30 feet by the surrender of a strip of land, 20 feet in
width, from the lot.

Under the Public Health and Buildings Ordinance
such streets as those now under consideration can only be required
to open at one end on an existing or projected public street. The
Company therefore approached me with a proposal that the streets
should be arranged as thoroughfares, opening at both ends on to the
adjacent
